Ammunition ships to most of the United States without ceremony. It does not ship everywhere, and the places it does not are not always the ones people expect - some restrictions are municipal rather than state-level.
This page explains the kinds of restriction that exist and how to check yours. It deliberately does not publish a state-by-state table.
The four categories of restriction
Nearly every ammunition shipping restriction in the United States falls into one of these buckets. Knowing which one applies to you tells you what to look for.
1. No restriction beyond federal law
The majority situation. Ammunition ships to a residential address by ground carrier. Federal law still governs who may possess ammunition, but there is no additional state layer on delivery.
2. Permit, licence or ID verification required
Some jurisdictions require the buyer to hold a firearms licence, permit or identification card, and require the seller to verify it before shipping. Retailers handle this by requesting documentation at checkout, which slows the order but does not prevent it.
3. Delivery to a licensed dealer only
Some jurisdictions prohibit direct-to-residence ammunition delivery and require it to be routed through a licensed dealer, who then transfers it to you - typically with a fee and sometimes a background check.
This is worth pricing into your purchase. A dealer transfer fee on a small order can exceed the saving that motivated buying online in the first place, which changes the bulk buying calculation meaningfully.
4. Specific ammunition types restricted
Separate from delivery method, some jurisdictions restrict particular categories - certain projectile constructions, certain calibers, or magazine capacity in the case of related accessories. These restrictions can apply even where general ammunition delivery is permitted.
How to actually check
In rough order of reliability:
- Your state attorney general's office. The authoritative source for state-level rules, and generally current.
- Your city or county. Municipal rules exist and are the ones most often missed, because people check the state and stop.
- The retailer's shipping policy page. Most maintain a compliance screen by ZIP code and publish a restrictions list. Useful as a cross-check, though these are maintained with varying diligence.
- A current legal resource or an attorney, if your situation is complicated or if you are moving between jurisdictions.
The retailer's screen is a practical backstop but not a legal one. Compliance is ultimately yours.
What happens if you get it wrong
Most of the time, nothing dramatic: the retailer's system catches it and cancels the order at checkout or shortly after.
If it ships and is refused or returned, you may be responsible for return shipping. On a heavy ammunition order that is a real cost, and it is entirely avoidable by checking first.
The shipping mechanics, separately
Independent of legal restrictions, ammunition has physical shipping constraints worth understanding:
- Loaded ammunition generally ships as a limited quantity / ORM-D class item, ground only. This is why expedited air options are rarely offered and why delivery is slow.
- Primers and powder are treated as hazardous materials and carry an additional fee - typically substantial, and usually per shipment rather than per item.
- Weight drives cost. A case of rifle ammunition is heavy, which is why free-shipping thresholds and flat rates matter so much to the landed price.

What this means for your buying strategy
If you are in a restricted jurisdiction, two things change:
Buy in larger quantities, less often. If every order carries a dealer transfer fee or a verification step, the per-order overhead argues strongly for consolidating. The amortization math is the same as the bulk buying case, just with a larger fixed cost.
Plan further ahead. Verification steps and dealer transfers add days. Buying against a price alert rather than buying when you run out matters more when the fulfilment path is slower.
